Chronic Offenders Essay Example

Chronic Offenders Paper Chronic Offenders Chronic offenders execute serious crimes repetitively. According to criminal data obtained by the Office of the Legislative Auditor in the state of Minnesota, criminal offenders severely perpetrate different kinds of crimes in different areas of the country. (Yunker, Bombach, Meyerhoff)The build-up of offenses leads to criminal careers. The concept of criminal careers refers to crimes committed by an individual that occurs one after the other extendedly. Moreover, the concept of criminal careers focus on the involvement of individuals to crimes, characterization of offenders and non-offenders, and the regularity of criminal activity by offenders. The presence of a database that should be made available in all states is necessary in order to prevent chronic crimes. This confines justice systems in dealing with chronic offenders. Records of offenders and crimes committed should be made available not only in a nationwide system database, but also networks within states. Access to these databases will allow justice systems to make appropriate decisions for sanctioning chronic offenders. Although this need has been addressed by state governments, the process of establishing network databases still call for appropriation of financial resources. (Yunker, Bombach, Meyerhoff)   Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚   Other reasons for â€Å"chronicity† of crimes include is failure of justice systems to acknowledge the fact that imprisonment does not solve the issue of chronic crimes. Most offenders have been in and out of prison, but serving their respective sentences does not eliminate their initiatives to commit crime after leaving prison. Other options should be looked in to as punishment, such as reintegration to society by involving them with community service, socialization programs, work positions, etc. Granting incentives is also an excellent way to encourage chronic offenders to fulfill orders by the justice system and laws mandated by the constitution. (Yunker, Bombach, Meyerhoff)   Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚   The government, the justice system, and law enforcement agencies should focus more on the needs of offenders. Chronic crimes occur because needs or issues of offenders are not addressed, causing them to continue executing crimes despite reprimand or imprisonment. Some chronic offenders have been diagnosed with mental illnesses, psychological problems, etc. These conditions are often left unresolved even after imprisonment permitting criminal activities to prolong and extend to even graver offenses. Stakeholders should not only focus on imprisonment, but also the rehabilitation and reintegration of offenders to society. These solutions will ensure that offenders are transformed into healthy and productive members of society. (Oppal)   Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚   The chronic offender concept insinuates deficiencies on the part of law enforcement, the justice system, the government, and the community when it comes to dealing with crimes. The growing rate of offenders that commit crime continuously means that law enforcement agencies lack the capacity to foresee criminal patterns and aptitude to strategically prevent crime. (Blumstein, Cohen, Roth Visher, 109) Knowledge of a crime committed by a first-time offender should instantly furnish law enforcement agencies with important facts and details to predict increase or decrease in crime rate. Follow-through and supervision should also be integrated to the responsibilities of law enforcement agencies.   Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚   Aside from law enforcement agencies, chronic crimes also indicate deficiencies in the justice system, specifically sentencing policies. Sanctions granted to criminals by the justice system ideally reinforce criminal activities negatively. Sentences should eliminate criminal activity, and not encourage them. Therefore, offenders who have been sentenced but still commit crime after serving their sentence imply that sentencing policies are weak in realizing its purpose in fighting crime and bringing about justice. Absence of the government’s involvement in funding law enforcement purposes and evaluating the justice system and sentencing programs may be inferred from the nature of chronic crimes. Frequent offenses committed means that law enforcement agencies lack resources to improve services, realize full potential, and enact responsibilities competitively. Moreover, the government does not follow evaluation processes that will determ ine the strength and weaknesses of the justice system and sentencing programs. Only by addressing these concerns will chronic crimes be gradually resolved. Works Cited Blumstein, Alfred, Cohen, Jacqueline, Roth, Jeffrey A., Visher, Christy A. Horror Story Essay Example

Horror Story Essay Example Horror Story Essay Horror Story Essay Sitting at home wondering what to do out of a job since getting the sack, thinking to myself can it get any worse. Cursing people through my mind taking one step forward to my destiny, not knowing whether I’ll ever get there, was luck about to strike me or someone else. My landlord knocked on my door, opening the door hesitantly knowing what he’s going to ask for, When I opened it I didn’t even get a chance to put the first word in. ‘Where’s my rent money punk‘. The landlord said with his voice filled with anger, he knew what my reply would be. Just give me one more week, I’ll have it to you by then’. My voice sounding rather wobbly. ‘I hate to break it to you mate, but I’ve giving you enough chances, you’re going to have to leave immediately I’ve arranged for a couple who have promised to pay there rent on time’ He said with regret. Crying and getting really I angry I had really lost it. My time had come to leave this world forever but I had to go out with a bang just trying to think to who’s killing streak I could emulate. These two people walking past talking about Jack ’The Ripper’ then it popped into my head just to kill like him but not Prostitutes, but my landlord and the people who took my beloved flat. The days kept on coming waiting for the right time to strike. I was ready but afraid I kept on thinking to myself can I get through with this, But I had no choice as there was nothing left for me just getting angrier and angrier thinking of getting evicted by that stupid selfish landlord. On my way to the library going to do some research on ‘The Ripper and how he killed but thinking to myself why can’t I do it my way. I was not trying to act too odd so I went to do some shopping becoming ever more scared of what I was going to do, Walking round the shop treating myself to the delicious food warming myself up or the big day, I decided to have a Roast Dinner today as I hadn’t had it in a while, looking forward to dinner. Paid for the food and carrying the shopping bags passing my old flat peering to see if the new people were enjoying themselves which really angered me thinking about it, but fortunately they were nowhere to be seen I entered my grubby new flat nothing like my old one cooking my dinner thinking of a day to put my plan into action. My heart was pounding when I decided the day. I put it on my calendar 18th June 2008 = Judgement Day. Not a care in the world on what I was going to do for the next few days just hoping to have fun. Perhaps I was going to roar on Manchester United for the new season but truthfully I couldn’t be bothered. I thought and thought and thought then something popped into my head how about a trip to the seaside not an ordinary seaside just my own little one. Where no one can interrupt me. The time had come for that couple whom I’ve never seen before. Waiting outside going over in my head what I’m going to do to them, nervously I waited shivering all the way to the point, then they opened the door, hiding behind the wall waiting for them to pass by as they passed by I saw the back of them they both had grey hair with beige coats the woman was rather skinny while the man was overweight, holding hands winding me up with them not knowing I had really lost it I lashed out picking up a brick and bashing it on the mans head, denting his head and his wife just screaming I was not caring at all when I finished the man lay lifeless and the woman still screaming I grabbed her by the throat and kicked down her apartment door down and throwing her inside, I then grabbed the man also pulling him in the flat. The wife still shocked of what I just done, the wife not saying a word, I left her to say her final words, I walked into the kitchen thinking of how to get rid of the evidence, while looking at a knife I thought so I grabbed the sharpest knife and got to work but before I did anything I needed to get rid of her so I just plunged the knife into her chest staggering then fell to the ground. Both of them gone from this world I just had to do one thing and then dispose of the bodies. Just cutting them up blood spilling form their corpses making me shiver getting to the chest the intestines just spilling out on to the bloody floor grinning when finished just laughing of what I just done thinking ‘The killing has only just begun’.

The Hunting of Ancient Human Beings Term Paper Example | Topics and Well Written Essays - 1250 words

The Hunting of Ancient Human Beings - Term Paper Example These hominids evolved into Homo Erectus 1.5 million years ago followed by the Neanderthal man 200000 years ago. These hominids were hunter-gathers and used stone tools for this work and each stage was marked by improved intellect and mind. Due to increased population leading to overhunting, a Neolithic Revolution occurred 12000 years ago thus shift from hunting and gathering to plant and animal domestication in the Middle East along the Nile. This paper will discuss the hunting methods of the early man from Homo habilis, Homo erectus, and Neanderthal men to the beginning of Agriculture by the Homo sapiens. The Homo habilis is the earliest species of â€Å"humans† or bipedal beings. They were regarded as the â€Å"handymen† or â€Å"skillful human† by Louis and Mary Leaky who discovered their fossils alongside at Olduvai Gorge in Africa in 1959. According to the archeologists, Homo habilis existed 2.5 million years ago and were the earliest tools making hominid. They had a brain fifty percent larger than their predecessors the Australopithecus who lived 3-4 million years ago (Duiker & Spielvogel 3). They were regarded as handy as they could use their hands to grasp objects and make stone tools marking the beginning of the Paleolithic period (Old Stone Age). They were bipedal humans in that they had an upright posture and could walk with their legs, unlike the Australopithecines who were more like chimpanzees. According to Brown, Fairfax, and Sarao, they had â€Å"larger teeth than human and elongated premolars† (n.p). Their brain had a cranial capacity of 55 0cc. The development of the brain was a very crucial for early men as it determined the way of life and advancement to the next stage of evolution. These hominids depended on hunting and gathering hence intellect determined the types of tools to make and the type of game and fruits to gather as well as survival tactics.
